【題目】閱讀材料，回答下列問題。

2011年10月31日全球人口的總數(shù)達到了70億，而且人口都在不斷的增長，有的地區(qū)增長快，有的地區(qū)增長慢。一個地區(qū)人口數(shù)量過多或多少，人口增長過快或過慢，都會成為人口問題。

（1）人口增長過快或過慢，會出現(xiàn)什么問題？分別應該采取怎么措施？

（2）為了解決不同的人口問題，國家實行不同的人口政策，其目的是為了什么？

【答案】（1）人口增長過快時，會出現(xiàn)就業(yè)困難、居住條件差、交通壓力增大、對糧食的需求量大等社會問題，應該控制人口數(shù)量。人口增長過慢時，會出現(xiàn)勞動力缺乏，國防兵源不足，老齡化嚴重等問題，應該鼓勵生育、接納移民。

（2) 使人口增長與社會、經濟的發(fā)展相適應，與環(huán)境、資源相協(xié)調。

【解析】（1）人口增長過快時，會出現(xiàn)就業(yè)困難、居住條件差、交通壓力增大、對糧食的需求量大等社會問題，應該控制人口數(shù)量。人口增長過慢時，會出現(xiàn)勞動力缺乏，國防兵源不足，老齡化嚴重等問題，應該鼓勵生育、接納移民。

（2)目的是使人口增長與社會、經濟的發(fā)展相適應，與環(huán)境、資源相協(xié)調。
