Libraries in universities and scientific research institutes should be accessible to the public, according to a new law on public libraries adopted by the Standing Committee (常務(wù)委員會) of the National People's Congress, China's top legislature (立法機(jī)構(gòu)). Beijing Youth Daily commented: Compared with their public counterparts, university libraries, the number of which is estimated to be at least 2,914, have a lot more books, but only students and teaching staff have access to them as most university libraries are not open to the public.
Thirtyfour university libraries in Beijing will accept visitors, and 12 of them have already begun to do so. Most of the dozen universities allow visitors to read in the library without the right to borrow books. According to a new law, libraries in universities and scientific research institutes should be open to the public. Although readers are accessible to some university libraries in Beijing, there's still a long way to go.
Personally, I agree with the policy. Above all, if resources in university libraries are not fully used it will be a big waste. Besides, one of the key social responsibilities of universities is to serve the society. Nowadays, fewer and fewer people are interested in reading books. You can always see many people playing games on their cellphones, instead of reading. Thus, the action is actually a way to encourage more people to pick up books.
However, only depending on universities and the government will not ensure the sustainable development of the policy. Therefore, it's necessary to absorb some social support, such as setting up community clubs that bring together resources of nearby universities and even middle schools.

As a new law goes, libraries in universities and scientific research institutes should be open to the public. Some have begun to do so, while others still have difficulties for some reasons.
Personally, I hold an opposite view. Firstly, even if university libraries open to the public, it's still useless if people have no interests in reading. Secondly, opening universities to the public will add universities' burdens in many aspects. Finally, outsiders may be causes of breaking laws and loosing morals.
